To build and lead a procurement function from the ground up. The Procurement Manager will play a key role in strengthening governance, ensuring transparency, and delivering value across all purchasing activities.

YOUR MISSION
To build and lead a procurement function from the ground up. The Procurement Manager will play a key role in strengthening governance, ensuring transparency, and delivering value across all purchasing activities.
Responsibilities And Tasks
Key Responsibilities:
- Develop and implement procurement policies, processes, and tools
- Lead sourcing activities: supplier identification, tendering, evaluation, and selection
- Negotiate contracts and framework agreements for optimal value and quality
- Partner with internal teams to plan procurement and reduce unplanned spend
- Build and manage strong supplier relationships
- Ensure compliance with ethical, legal, and organisational standards
- Monitor spend, identify cost-saving opportunities, and report insights
- Drive continuous improvement in procurement practices and controls
Qualification:
- Bachelor’s degree in Supply Chain Management, Business, or Finance
- MBA or Master’s in Supply Chain Management is desirable.
- Proven 10 years’ experience in procurement, purchasing, and supply chain management
- Experience in the non-profit, association, healthcare, or international environment is an advantage.
- Experience across relevant procurement categories such as IT and digital services, data and research services, professional services, event and congress management, and/or healthcare-related services is highly desirable.
- Supplier management
- Economic management (costs management, budget analysis, financial negotiation)
- Supplier evaluation and risk management
- Familiar with Contract law
- Strong written and verbal communication skills in English;
- Additional languages (French, Dutch and/or Spanish) are an asset.
- Excellent interpersonal skills for stakeholder engagement and supplier management Ability to work with multiple stakeholders and translate business needs into practical sourcing solutions.
- Strong negotiation skills
- Excellent analytical and organisational skills, with attention to detail and sound judgment.
- Proactive, collaborative, and solution-oriented.
- Initiative, comfortable building a function from the ground up.
- Able to balance strategic thinking with hands-on delivery.
- High integrity and commitment to transparency and accountability.

- Enjoy a hybrid working model: 2 days per week at our Leiden office and 3 days working remotely.
- Full-time position (36 hours/week) with flexible hours (start between 8–10 am).
- 1 month probation period. 1 year temporary contract.
- 25 days of vacation per year
- Regular social activities: monthly gatherings to warmly welcome new team members and celebrate employee birthdays, unit team-building events, and an end-of-year gathering.
- Salary: 72.422 (scale 11.4) - 77,294 (scale 11.6) gross/year (depending on previous experience) including end-of-the-year payment and 8% holiday remuneration.
- One-off payment of 800 euros gross to help you set up your home office.
